In the printed draft treaty sent to China with instructions from the Foreign Office for Capt. Elliott - there was a blank for the island to be selected.

Sir Henry Pottinger adopted this treaty entirely, needing only his insertion of the word "Hong Kong" to complete it. He obtained that valuable Possession at the Treaty of Nanking.

When Capt. Elliott temporarily located at Hong Kong, his instructions were directed solely to Chusan, & we had not then occupied Chusan: First Pottinger had resided on both islands then in our Possession, he made Hong Kong his election at the Treaty of Nanking. Unfortunately, previous to that Treaty, several of Sir Henry Pottinger's suite, Officers & friends had selected building sites, anchorages, and property in Hong Kong.

Malcolm, his secretary, Wathame his surgeon – M. Johnston, Dysentery Major Caine, Magte & the other officers, Morgan & others, Rear-Admirals were then favourably situated and held the most valuable property in Hong Kong.
